I've only played the windows games, so out of them, I'd say Yamame mostly because she's not all that memorable. Her mid-boss is more memorable than her.

Yamame. She's the reason I have over 200 attempts on Kisume's midboss card on one of the shottypes. Fucking opener. Final card sometimes gets me, but not as much as that.

Minoriko also gets a mention for how easy it is to die on some of her stuff.

Wriggle's fine as a boss, it's her midboss that fucks a run up, not the boss fight.

I found Rumia's fight kind of boring (managed to clear it on my suicidal Lunatic runs with only 1 error every time, and I'm an Easy/Normal player). I don't dislike her as a character, and I haven't played much PC-98, but I'll stick to that answer.

I've checked- her card's curvy lasers kill me more than Shou's. Also, the rest of her fight is the most boring out of all the Stage 1s.
