They have taken the Scarlet Devil Maison and are advancing to the Human Village, they are between the Kourindou and the Forest of Magic, they've reached the Eientei,the Moriya Shrine and the Former Hell
Yukari: Reimu's assault will bring it under control
Ran: Yukari-sama... Reimu... Reimu was too lazy to care about that
Yukari: *removes glasses with shaky hands* That Shikigami will stay there: Ran Yakumo
*some Shikigamis goes out*
Yukari: That was an order! Reimu's assault was an order! Who does she think she is to dare disobey an order i give? So this is what as to come to! The Miko has been lying to me! Everybody has been lying to me. Even the Shikigamis! My Shikigamis are just a bunch of contemptible, disloyal cowdards!
Ran: Yukari-sama I can permit you to insult the Shikigamis
Yukari: they are cowdards, traitors and failures!
Ran: Yukari-sama this is otrageous

Answer to your question:
Tasofro must be very good at convincing ZUN to get the permission to do this, because he said giving playable slots to characters who have never been playable before in a fighting game is important.
