its the other way around actually. the Rider class itself doesnt necessarily provide high mobility, but rather it demands superior mobility. hence why all the heroic spirits chosen for the class have something that gives them high mobility (Alexander's chariot, Rider's pegasus, and Drake's ships i guess). in terms of speed and power output, Bellerophon and Via Expungnatio are probably evenly matched. but Bellerophon has a larger attack area and
the advantage of being airborne.
in terms of pure AGI which affects agility and dexterity more than sheer speed, Alexander actually has the lowest AGI out of all three Riders (the same level as F/Z Caster, even the 5th Caster had higher AGI). and i think you meant Medusa, not Medea; Medea is Caster.
