Wakahisa No Shouta

The last time the Great Lord Wakahisa appeared to the world, the Great Hakurei Border had just been constructed. He appeared in the sky, blotting it out, everything became dark, waters rose in a threat to flood, and lightning fell from the great Dragon's many coils. The Youkai Sages at the time staked their existence on a pledge to him, and at that moment, he roared. Instantly, the waters drew back, the light returned to the Heavens, and Lord Wakahisa disappeared from the sky.
Since then he has been worshipped, and never again seen - although the existence of rainbows, and the Messengers of the Dragon Palace, still confirm his existence.
In fact, what is not known is that Lord Wakahisa spends most of his time in his humanoid form - here he goes by his given name, Shouta. He feels it is a name befitting of someone as great as he, one who soars, and one who is great and thick. But others seem to take other meaning off of his name, and think it is cute.
Shouta does not enjoy being called cute.*
In fact, for all the amazing power he wields, he is quite immature - he appeared to Gensokyo in the past because he wanted to be worshipped and revered. He also wanted to be seen as all-knowing, so he secretly contacted a Kappa friend of his to make a statue of him in the Human Village, and a Weathercasting device was to be placed inside. Incidentally, this casting is correct 70% of the time.*
Shouta is a showoff by nature, and likes to demonstrate his power often - however, he thinks it's more fun to be mysterious, and so he does not expose the true extent of his powers to people when in his assumed form.*
While he possesses the power to create or destroy anything, he often holds himself in check of overusing his powers, for he feels a good leader should be kind and gentle with his people. Or at least, that's what he tells the few people who know of his true identity.*
When he's bored, he's known to have competitions with his four most powerful followers*, although he lets them use their true forms while he sticks to his assumed one, to make things more fair. Even so, he doesn't hesitate to let out some more of his true power if he's afraid that he might lose, so he's secretly a bit of a cheater.
Recently, he's started to notice the many incidents of Gensokyo and has taken an interest in them. This happened when a Celestial girl descended to Gensokyo out of boredom. While Shouta was not often bored, he did feel that causing some trouble might be a neat thing to do to have a little fun. And the girl's actions, driven by the use of a sacred artifact of Heaven*, made him notice how amazing playing with the weather might be.
An interesting plan hatched in his mind...
*1: He thinks it belittles his greatness, but can't bring himself to object or shout at a pretty girl who says it. He's surprisingly bashful about it.
*2: Shouta wishes it were correct all the time - he fears people might doubt his absolute power if the statue doesn't predict things 100% accurately. He's been meaning to talk to his friend about it.
*3: Childish and Immature. As far as dragons go, he's actually very young.
*4: Really, he's just happy to have worshippers, and wouldn't want to go overboard and accidentally destroy a bunch of them.
*5: The Four Celestial Beasts - Seiryuu, a lesser, Azure Dragon, Byakko, a White Tiger, Suzaku, a Vermilion Phoenix, and Genbu, a Black Snake and Tortoise. These four are his loyal servants who control the seasons and elements.
*6: The Sword of Hisou

Incidentally, if it were made into a whole game, the Four Beasts and his Kappa Friend could all be other bosses. But I don't think we're going that far.
