Okay, the problem has been semi-solved.
The screensaver has been installed (thanks to Drake), but there's still an issue.
The screensaver just... Won't show up. The mouse pointer does a loading sign, and then nothing happens.
Please help.

Have you tried extracting it to somewhere else.
I dunno, it's been a while since I've played with screensavers.

I've tried opening it with uTorrent and 7zip.
They both have the same problems.

I'm taking that to mean you've downloaded it through ddl and though a torrent, otherwise I'd have to ask what the hell you were doing in the first place.

1. It's a rar file. Open the rar with 7zip and extract the contents somewhere.
2. Inside is the scr file. You right-click this and hit Install.
2b. If this option isn't available, right-click and view Properties, go to the General tab and see if you have to Unblock the file. Try again.
2c. Copy it to C:\Windows\System32 and/or SysWOW64. Now it shows up in your screensaver options.
3. If an error appears, screenshot and post it. Otherwise, just explain why these steps didn't work.

PS downloading random screensavers are a great way of getting viruses, especially if you pulled it from a torrent.

A note on extracting files with winrar,7zip, or whatever you prefer.

If you're confused by all the menus, I think click and dragging the file on to your desktop works just fine.
