Why wouldn't it need to be stopped? Let's look at the facts.

-Winter stuff is happening prematurely, and the narration hints that Parsee believes it is due to Cirno (regardless of facts).
-We have no idea when it's going to end, or if it's even healthy for Cirno; or it it will become harmful for her.
-She has no control over it despite her efforts at such.
-It's made her a pariah already from humans, and losing her status as a faerie is going to distance her from the rest of her people.

It's pretty clear this a bad thing that needs to be dealt with.

Do we know that Cirno can't actually control it? She's an ice fairy, she would think that it's great that it's nice and cold, and wouldn't think to stop it herself. If anything, she's just unaware that she's doing this, and once she figures that out she can control it.

Unless I completely missed something earlier.
