Title: I can't change my touhou 10 fullscreen!

uhm, so I got touhou 10 (MoF) and I can't get it fullscreen, the game loads up instantly in windowed, and the config.exe file just shows up as "????????".
Can I get some help?

Not sure what you mean by "the config.exe file just shows up as "????????"". If the options show up as gibberish, here's how they look in the English patched version (the layout should be the same):
