Title: ULiL fps locked after updating game

So I installed ULiL and the base game works fine but after I update it to version 1.41, the game locks itself at 40 fps. I have tried reinstalling the game, turning vsync off, and making sure that the draw rate is on full. Anyone know how to fix this?
