Someone's reeeeeeeally on the right track here, but forgetting one critical piece of reasoning! Anyway,

Shkirmikeu --> Shameimaru
Shameirmaru is the nice answer here and we can theorize a couple of rules to get there. The first is that every I is replaced with an M, and every M is replaced with an I. The same goes for R and E. K is used in place of A, but we don't know if they're swapped yet. This will be verified in following names. H doesn't appear anywhere else, as do a couple other letters. Best to assume that it stays the same as it fits.

Akgmykik --> Kagiyama
This result plus Shameimaru in the previous one works well since we get a couple of the results from this one with the I's and M's, plus the K's and A's. We only had half of the K-A story in the first one. Hence, this one verifies that every K is replaced with an A and vice versa. Same goes with I and M. We can assume G isn't any different since it isn't featured anywhere else. We can now apply these rules to the others.

Imnkimtsu --> Minamitsu
Works well with the rules thus far. We'll need to go onto other ones to verify that the T stays the same everywhere, but things would work out here if they didn't. We also know that for this and Shameimaru to work, S and U can't change.

Toekikeu --> Toramaru
This is the one that verifies that every R is replaced with an E and vice versa. We also get that T isn't anything different based on this and Minamitsu.

Akimshmekskwk --> Kamishirasawa
Lots of rule application here. W isn't featured anywhere else, so we can assume it stays the same as it would have to be different here for it to be different at all. H confirmed for being H.

Emakao --> Rikako
Finishing up we had confirmed. Finally, we confirm that O doesn't change either and apply it to Toramaru.

So to summarize,
All I's and M's are swapped with each other.
All R's and E's are swapped with each other.
All A's and K's are swapped with each other.
No other letters are changed.
I =/= M because it would be just as easy to write Akiishiekskwk and have it make no sense. When there is an I, it must be replaced with an M. When there is an M, it must be replaced with an I. Same goes for the other two combinations.

Anyway, right or not, I'll try to be around here so I do all of the work myself instead of leeching off of someone else.  :V

In addition to the previously mentioned KIMERA, the letters also go into AMERIKA. Eirin with her red white and blue, stars and stripes, and with the age of the sum of everyone's mothers is so patriotic!

Also, Shou is the only first name not altered and Rikako is the first name used.

For the statements, I'm going to conclude from my guesses that this is a stab at the American Japanophile community. They probably don't know their worshipped land's history, for one. The little "Yosh" comment is an expression of their attempts at saying 「よし!」, but they end up emulating Dr. Eggman in Sonic Adventure 2 instead.

Murasa is a ghost who's lived for god knows how long. She's technically a part of history, and she can make history by wrecking big boats. Many people knew of her, so its obvious her legend has been passed down, and could pass as history.
Shou is one of the main people who tried to bring back Byakuren, Was most likely one of the few youkai to hide that fact from humans, and worshipped a god who directly influenced her life, which could become legend and could pass as history (honestly I have no fucking idea)
Keine's relation to history needn't be explained. If it does, please, :colonveeplusalpha: right now.
Rikako is a scientist who could make history, and the only meganekko in the whole touhou series. I guess that's kinda history.

Really I have no fucking idea with where I'm going with this but five bucks says i'm either really close or really far. I assumed for the entire time that there was an additional rule in the cypher, not a name.

Your answer TBH had little to do with someone (actually myself...OK I won't brag about it) saying Kirisame, which was going to be my first answer back on page 1 but was dismissed due to the S getting in the way of the other substituted characters. It remained so through my latest guess (Nitori).
I just flung that out there since the answers were getting more Touhou-oriented and Kirisame was my first Touhou-based guess, so I put that down shortly after yours, thinking it would be very wrong.
