Tried 14.3. Windowed runs at 20 FPS but Fullscreen works perfectly.

TH 14 has same results as TH 14.3


TH 8 locked to 30 FPS


TH 13 runs perfectly

Good grief Ken Thomases outright stated that Touhou games can be optimized differently. Either way, the fullscreen resolution issue has been looked into and the cause is now known. No assistance on the FPS front, however.
