This sort of corruption in Braston is quite low, in fact; the Oni take extremely unkindly to that sort of activity, whether they're the ones directly affected by it or not. While they may lack direct authority over most governmental matters, their influence is still considerable. Over time, this sort of seeped into the cultural norms of the city and the practice isn't nearly as prevalent as you've heard it can be elsewhere. Of course, this doesn't mean that some people mightn't be swayed by greasing their palms...
