There wasn't enough time to get people to draw more DDC characters, since the game was released very recently, and the deadline was the 31st of last month. Totaku himself had to do the background for that section, he said he pulled an all-nighter to do it as well.

Personally, I don't it's anything major. I think ZUN's basically saying that it's totally ok for Americans to have their own Touhou only con, not that it means that he's gonna be there.
