Generally, no. If you're using vsync, you should have the latency set to fast. This will allow vsync to operate the way it's supposed to. You also might want to alter the vpatch.ini file for the type of vsync, where it says Vsync = <number>. 0 or 1 are best. 0 means it tries to keep the fps at 60, with very minor input latency. 1 means that vsync will play Touhou at your monitor's refresh rate, in which case, I see yours is 60Hz, which also means 60fps, and it will allow for better input, so there's no minor lag as mentioned in 0. (you can also set it to 2 or 3 but I don't really see the point in those) Play around with that and see what works best for you.
