Title: Scarlet Weather Rhapsody wont run, says it failed to create d3d or something.

I got a new computer knowing it`s specs was far superior to the previous one so I installed it like normal but then it says that 12.5 has failed to create d3d effect. How do I solve this?

First thing to try is installing DirectX 9 (https://www.microsoft.com/en-us/download/details.aspx?id=8109).
