HRAP V3 Stick problems

When using the HRAP V3 (PS3) arcade stick with Touhou, the game refuses to respond to d-pad inputs.
All other buttons work fine.

Directionals only work when I use the left-stick setting on the HRAP V3.

Any idea what I can do about it? I'm concerned about the left-stick setting having input lag.

Most doujin games only look for directional input on the x/y axis, which is the left stick.

Cheating? I cannot even wrap my head around the point of it. Wouldn't you know you had cheated? How on Earth could you maintain crisp certainty of your superiority to all others? And if you're unable to do that, what's the point of anything?
