Weird Touhou bug

Sometimes when I open a Touhou game it will be running at an average of 30 fps instead of the usual 60.
When I have a vpatch set to a higher number it still runs at 30 fps.
It fixes itself once I restart my laptop, but it's still annoying.
Has anyone else experienced this issue, or does anyone have an idea as to why it's doing that?

My laptop is running Windows Vista if that helps.

an HP HDX 16.
The problem has also been happening a lot more frequently lately, it took several months to first happen (I'd guess 5 or so), then it happened every couple weeks, and now every few days.

Could it be overheating?  Maybe check the heatsinks inside for dust.

If the FPS is locked at exactly 30FPS, try disabling V-SYNC in your graphics card settings and/or run in fullscreen.

It's not at exactly 30, it varies between 25, 30 and 35 as the game is up.
Fast forwarding a replay also slows the game further, to about 1/4 of the (average of) 30 FPS, so the final display is always 30.
Overheating is a possibility, but even when my laptop has been hibernating for about 24 hours and the first thing I did was check to see if Touhou was running normally (yet), it still ran at the slower speed.

It happened again, so I checked the Task Manager.
The most CPU being used by any one program was Mountain of Faith, at 13%.  On the main menu, running ~30 FPS.
Has anyone else seen this problem?
