Is there a way to repack a Touhou 10.5/12.3 dat file?

specifically the ones with the BGM...

Yup, there is. If it doesn't work, you'll need to download the Visual C++ runtimes.

Syntax:
bmpak <archive.dat> <rootdir>

This will pack every single file in <rootdir> and its subdirectories into <archive.dat>, and <rootdir> becomes the archive directory root. So if you have a file named C:\archive\data\file.dat and you specify C:\archive as <rootdir>, the file will show up as data\file.dat inside the data file.

I have noticed that the loop files of the BGM are on the main file touhou105a/123a.dat and now I'm having a serious problem cause the TouhouSE don't works with those files...  the extraction doesn't have the same size as the original file (is slightly smaller) and when I repack then in SWR doesn't work and in UNL the repacker crashes.

So, once again i'm in the same place... do you know some proper unpacker for 10.5 and 12.3?
