Ah, but this is Gensokyo, where belief is what makes reality. So if most people believe it's Pestilence, would it still be conquest? Kind of like how Seki-banki could be both a rokurokubi and take nukebi properties- because people keep getting them confused, she gets some abilities of both. And even if that's not true, gods definitely change based on people's beliefs (which is why Kanko wants to become a god of technology) and the four horsemen pretty much fall under the christian equivalent of shinto gods.

On a serious note, "conquest" is often called "pestilence" by people, so it's not your fault that you don't know.
