The could appear literally anywhere, or they could have retreated from Gensokyo for this incident. Kaku Seiga, though part of the Taoist group, moves independently of them for the most part and is even harder to track. At least the others would show up in the Human Village on a semi-regular basis, but perhaps Seiga's actions are a justified in that hermits in general have to worry about encroaching shinigami.
