Answer: game theory.

Austria can fight England or Russia. Russia can fight England or Austria. If Russia fights England, Russia has a 50% chance of winning, provided Austria also fights England, and vice-verse. If Russia fights Austria, the probability that either Russia or Austria wins goes down for both of them to about 1/3 each. Lower expected outcome to fight eachother than to murder England first.

Once the probability of one of them winning becomes higher by working with England than by maintaining the status quo, a player will change sides.
