Sengoku Gensokyo Question

Checked the old thread and didn't see anything on this.

I've got Wriggle, Alice, Shanghai Doll and two generic characters at lvl 9.  For some reason, they cannot be lvled up with ouki, however they still gain exp in battle.  Was wondering if is it just a glitch with my game, or something that happens?

Every 10th level has to be gained in battle.

Ah, that makes sense now, they were all at either 9 or 19 that were stuck.
