This is approximately what I tell anyone who asks me. (I don't usually specify this, but that which is in the asterisks is the general consensus of the userbase, or at least of the louder members thereof.) Beware of snark.

"I know! Let's take a page out of Something Awful's book and hold contests and do other stuff where ordinary users will become Idiot Maidens, gaining mod powers over the Everything Else subforum, and we'll tell them to go nuts and use their powers for the lulz."
*people who just want to hold Everything Else conversations are get annoyed by the Idiot Maidens going nuts and using their powers for the lulz*
"That didn't go to well ... Okay, let's create a sub-forum called Cirno's Perfect Math Classroom, so the Idiot Maidens will only have powers there! (And also expand the hierarchy to a full Idiot Pantheon.)"
*CPMC becomes prohibitively cliquish and in-jokey*
"Not good! We'd better start enforcing the 'everything in its own subforum' rules, and start moving threads if they don't belong."
*nobody knows what CPMC is for, ~~nobody in the Idiot Pantheon wants to use their powers for fear of retribution,~~ and meanwhile some people outside CPMC think that crappy threads get moved into CPMC*
