Getting fullscreen to work on Intel GMA3150

I just got a netbook for Christmas, and immediately decided to test how well Touhou runs on it. I've tested everything up to PoFV and it works, except the games won't run in fullscreen.

EOSD gives me an error message on startup:

When I run it in Japanese locale, the error message looks like it's referring to a buffer of some sort.

PCB and later give no error message and just hang on startup.

I'm using an Intel Graphics Media Accelerator 3150. There's some 3D settings available; triple buffering and anisotropic filtering are currently turned off. Anybody had any luck getting with fullscreen on this particular GPU?

The graphics chip is definitely the problem; it doesn't have hardware transform and lighting (T&L) support, even though it's shown as a DirectX 9c part.  It's a pretty limited chip, and I'd be surprised if you can get it to run much of anything useful.  Sorry.  =[
