Title: Touhou 11 th11.cfg missing from installation and disk. [SOLVED]

So I'm running Windows 10 and I get this error whenever I try to open SA. Any feedback is much appreciated.

The config file doesn't exist so the game tries to create it, but it can't write to the folder so it errors.

This could happen if you don't have write access on the folder, but I think more commonly this happens when people try to run the game directly off the disk. If this is the case just copy the game folder to somewhere on your computer.
