>You make your way along the waterfall, keeping high enough to avoid the spray, and look along the houses there. One thing you note is that there seem to be a few quickly-spinning water wheels placed in river; you find yourself wondering if they would be useful for powering anything like that... After a few minutes of looking around, you note a fairly largish building that bears exactly the name you are looking for on a banner stretched down by the door.

Against the back wall is a stairway that curls around the outer wall of the building.

Here you see a number of writing desks, some manned by tengu of various types and some empty; in generally they seem to be quite used and messy. No one seems to really register your passage. The third floor opens to a hall with a few doors, most of them on the left. There is one to the right, closer to the wall. From the left, you can hear a sort of mechanical whirring noise. Dreamy starts making her way toward the leftmost door.
