Title: Adding characters to Soku?

Heyo. Thing I'm curious about: is it possible to add characters to Soku? I know MUGEN is out there for people who want every Touhou in the world, but the Soku system is very nice, and it'd be cool to have a set of "official unofficial" characters that people generally agree are balanced who didn't make it into the official version of the game.

Could someone enlighten me as to the obstacles here? Soku has already been opened up for patching; is it substantially difficult, after that point, to add in new characters? Is it just that no one has done it?

I don't know much about patching so don't kill me if I get it wrong.
But I think it's much easier to program in text for things like translation, however that's with already pre-existing data. Coding the fighters themselves would be much deeper into the files. You could sprite replace, but I think that's as far as you'll be able to get.
