Is it possible to get the ultra mode patches to work with the english patched version?

I'd imagine you could use the Ultra patch on the untranslated game, then use the translation patch.

No, you can't. The english patch won't work on an ultra exe because it finds different bytes, and the ultra patch won't work on the english exe because the CRC is different.
