The Touhou Series Popularity Contest, held by the Japanese Touhou wiki (http://thwiki.info) for every year from 2003 to 2012, and open to fans from the world, has always been part of the Touhou fandom landscape. When no official game was released in 2012, the decision was made to postpone the 10th contest from 2013 to 2014. In only a few days, the popularity contest will return.

Voting starts at 00:00AM JST (Midnight) Saturday (February 22) going into Sunday (February 23) and ends at 24:00PM JST (Midnight) Saturday (March 1) going into Sunday (March 2).

There are three categories for fans to vote in (and they're in this order on the site):
Character Poll - Vote for your (maximum of) 5 favourite characters. 2 points for the "first", and 1 for the other four.
Music Poll - Vote for your (maximum of) 7 favourite songs. 1 point for each of the seven.
Voter Questionnaire - Miscellaneous questions about the games, e.g. which ones have you played / 1cc'ed, which characters do you use, how did you get into Touhou, etc.
Here (http://thwiki.info/th/vote10/list.html) is a list of the characters and songs that you can vote for. Anything marked ""New" are choices that have been added on since the previous poll. The list at the bottom is a list of the arrangement tracks.

Q. Why 'Touhou Series' and not 'Touhou Project'?
A. It's a tradition since the 1st contest.
Q. Do I need to fill out the comment field?
A. Filling out the comment field isn't necessary.
Q. I don't have 5 characters (or 7 songs) that I want to vote for.
A. Vote for as many characters (or songs) as you would like, then leave the others unselected.
Q. Can I use pictures I've drawn on Pixiv, etc. as publicity images?
A. Publicity is welcome.
Q. Can people outside Japan vote?
A. Yes.
Q. Regarding the voter survey questions on game clear status, aren't frame drop rates going to be included?
A. There are no plans to gather data that strictly.
Q. Will it be okay if I vote from the same computer as my siblings, etc.?
A. While it's impossible to say with 100% certainty that your votes won't be mistakenly judged to be duplicate votes, if you include the voting reason in the comment, it should be fine.
Q. I have no choice but to vote using a free e-mail address; will it be all right if I fill out the comment field properly?
A. As long as it's not a duplicate vote, there won't be any problem.
Q. Will the "highly favored vote" mechanism be introduced in the music section?
A. It will not be introduced.
Q. What is the maximum number of characters allowed for comments at voting time?
A. 200 full-width characters. [or 400 ASCII characters.]

Q. Can I vote for Lily Black?
A. She is included in the "Lily White" option. (Note: In the "Nae Radio" broadcast on Aug 21, 2010, ZUN commented that Lily White and Lily Black are the same character.)
Q. Can I vote for Rin Satsuki?
A. As a character which does not officially exist, she will not be included.
Q. There's no option for the character I want to vote for...
A. As Seihou/Uwabami Breakers characters/ZUN are not characters that have appeared in the Touhou series, they will not be included.
In addition, inanimate objects (Yin-Yang orbs, gameplay items, etc) except for Shanghai Doll will not be included.
Q. Story of Eastern Wonderland's Stage 1 midboss and Stage 3 boss are inanimate objects, so I can understand why they're not included, but can't I vote for other PC-98 midbosses?
A. Considering that they have no proper names and are very poorly known, we have decided not to include them.
Q. Regarding the fairy mooks, will there be separate options for fairy maids, etc?
A. Characters without proper names will be included in the options named after their race.
Music
Q. How will votes for arrangements of original songs appearing on the music CDs be handled?
A. Arrangements will be displayed as separate items on the voting screen, but votes for the arrangements and their original songs will be counted together during vote totaling. Please vote for the arrangement you like the most.
(You cannot vote for both the original song and the arrangement.)
Q. How will "Love-Colored Magic" and "Love-Colored Master Spark" be handled?
A. Please refer to the table of arrangements with different names which will be counted together with their original songs (http://thwiki.info/th/vote10/list.html#arr).
Q. Aren't "Bloom Nobly, Ink-Black Cherry Blossoms ~ Border of Life" and "Border of Life" different arrangements of the same song?
A. In this poll, they are treated as different songs.

Q. Are there any plans to include the spell card poll?
A. It will not be implemented this time.

In summary:
They apologize for having the question about whether you know of Kantai Collection in the questionnaire.
They recognize it to be an incosiderate move that sparked hostility between fandoms.
They apologize for the overly short time between announcement and start date of the voting.
They have caused the distrust and displeasure towards their site, and received harsh criticism such as "I'll never come again" and "I'll turn away from everything Touhou".
They will make amends, and wish people to keep voting.
Regardless of a new game release, there will be a voting next year.
Based on lessons from this year, they will better promote the voting, and check the questionnaire with external sources.
Because there apparently are misunderstandings, they also clarified again that this is a personal site, entirely unaffliated with Shanghai Alice Gengakudan, Reitaisai and other organizations.
Sorry, I can't help chuckle. Even in Japan, not everyone knows the relation between the organizations. There were even people who write to ZUN asking about the Touhou M-1 Grand Prix fan comedy series.
In fact, Reitaisai is wholly unaffliated with ZUN, too.
