Ooi is actually really good to have because she becomes a torpedo cruiser at Kai, which means that she can shoot torpedoes before the initial shelling phase like what submarines do if she has midget subs equipped.
...unfortunately for me, she's been doing nothing but just get shot to red a lot the moment they aim for her. It's been so annoying that I dropped her for a destroyer and hilariously enough, it's been giving me better results hahaha...........
Ooi and Kitakami start off frail, but powerful once they hit Kai (level 10 , pretty quick level to kai too). Which makes them worth using, but you have to be prepared to expect them to be crited alot because of thier not so good evasion at this point.
But if you can get them through and train them to level 50. Then you'll be all set. Since once they reach Kai 2. They'll be able to pack a real punishing blow. Not only do they become more agile. But with thier 3 equip slots, you can make Kitakami and Ooi become monsters in the battle field.
The general recommendation for them is a Midget sub and 2 15.5 cm secondary triple cannon mounts.
The reason: Midget subs of course as mention allow for Kitakami and Ooi to launch a pre-emptive torpedo strike which is great for crippling enemy forces when fully mondernized (they can at time destroy a powerful enemy ships in a single blow before it all starts!)
The 2 15.5 cm triple cannon mount? While it does make Kitakami and Ooi do decent damage, the core reason for this comes from the damage output in night battles. Since two of those allow them to perform a double attack (the midget sub doesn't cause any effects in night battle) which as everyone knows night battle damage is fire power + torpedo power = really high damage. And thus this combination allow them to do insane damage at night. Thus why it's worth it to train them to kai 2. Because of that, they are commonly used in event runs if battle requirements allow them to be there.
So now that there's only a few days left in the event, what are you expecting in the Fall 2014 event? I'm expecting triple hime cockblock for the final map combined with a torpedo immune boss while carriers will continue to be LoS and fighter mules.

Considering this was the last part of the war where Japan went on the offensive (they were in defense since this point) they could look into the direction of some of the more defensive campagins the took place... such at the Turk Atoll or Tassfanoga. Lufyte Sea should come later since it was a major war that really crippled alot of IJN ships.
Or they could start learning more in the planned campaigns that never happened. Such at the planned naval raid along the pacific coast line or the plan to gain control of the Panama Canal (this was supposed to be planned if they successfully captured midway so they could cut off any easy routes for Allied naval access along the Atlantic Ocean, but we all know this failed due to thier defeat in Midway)
I would think if they did the Panamal route... they could use this as a gateway to enter into... Atlantic Ocean Campagins (As in the war against Germany at the time) And thus enter into more foreign kanmusu territory which would be interesting. I mean we got Bismarck, Z1, and Z3. Give us Tripitz plox!
Also I anticipate they will do an event for the Kancolle anime itself at some point.
So since I've decided to save myself some trouble and just stop trying the event now that I've beaten E-1, I tried some LSC and got Akitsumaru on my first try.
I am satisfied.
Wonderful, you just save yourself the time of gaining her from E-4. Now you can get that resource bonus with her. : )
